In a Monday morning meeting, Thomas Shedd, the recently appointed Technology Transformation Services director and Elon Musk ally, told General Services Administration workers that the agency’s new administrator is pursuing an “AI-first strategy,” sources tell WIRED.
Throughout the meeting, Shedd shared his vision for a GSA that operates like a “startup software company,” automating different internal tasks and centralizing data from across the federal government.
The Monday meeting, held in-person and on Google Meet, comes days after WIRED reported that many of Musk’s associates have migrated to jobs at the highest levels of the GSA and the Office of Personnel Management (OPM). Prior to joining TTS, which is housed within the GSA, Shedd was a software engineer at Tesla, one of Musk’s companies. The transition has caused mass confusion amongst GSA staffers who have been thrown into surprise one-on-one meetings, forced to present their code—often to young engineers who did not identify themselves—and left wondering what the future of the agency’s tech task force will look like.
Shedd attempted to answer these questions on Monday, providing details on a number of projects the agency will pursue over the coming weeks and months. His particular focus, sources say, was an increased role for AI not just at GSA, but at agencies government-wide.
In what he described as an “AI-first strategy,” sources say, Shedd provided a handful of examples of projects GSA acting administrator Stephen Ehikian is looking to prioritize, including the development of “AI coding agents” that would be made available for all agencies. Shedd made it clear that he believes much of the work at TTS and the broader government, particularly around finance tasks, could be automated.
"This does raise red flags,” a cybersecurity expert who was granted anonymity due to concerns of retaliation told WIRED on Monday, who noted that automating the government isn’t the same as automating other things, like self-driving cars. “People, especially people who aren’t experts in the subject domain, coming into projects often think ‘this is dumb’ and then find out how hard the thing really is.”
Shedd instructed employees to think of TTS as a software startup that had become financially unstable. He suggested that the federal government needs a centralized data repository, and that he was actively working with others on a strategy to create one, although it wasn’t clear where this repository would be based or if these projects would comply with privacy laws. Shedd referred to these concerns as a “roadblock” and said that the agency should still push forward to see what was possible.
Sources say that during the call Shedd tightly connected TTS and the United States Digital Services—rebranded as the United States DOGE Service, or DOGE, under Trump—as “pillars” of a new technological strategy. Later in the meeting, he said that there was no plan to merge the two groups and that projects would flow through them both depending on available staff and expertise, but continued emphasizing the upcoming collaboration between TTS and DOGE.
Employees, sources say, also asked questions about the young engineers, who had previously not been identifying themselves in meetings. Shedd said that one of them felt comfortable enough to introduce himself in meetings on Monday, sources say, though Shedd added that he was nervous about their names being publicly revealed and their lives upended.
Shedd was unable to answer many staff questions about the deferred resignations, the return to office mandate, or if the agency’s staff would face substantial cuts, according to sources. At one point, Shedd indicated that workforce cuts were likely for TTS, but declined to give more details. (Similar questions were also asked of Department of Government Efficiency leadership in a Friday meeting first reported by WIRED.)
Towards the end of the call, sources say, a TTS worker asked if they would be expected to work more than 40 hours per week, to deal with all of the upcoming work and potentially laid-off workers. Shedd responded that it was “unclear.”

World class mistake, letting me yap even more :3
Real quick I’m gonna explain the different strategies the Enithian colony ships used. The vast majority of colony ships used cryofreeze, and the few that were full generational ships don’t currently have any callbacks. The cryofreeze ships had a few main strategies for waking up their crew. These include:
-hard coded wake-up date- currently the most successful strategy (aka the one with the most survivors). Points of failure would, presumably, be degradation to the structure of the ship, the mechanics of the pods, and the bodies themselves.
-soft-coded wake-up date- another generally successful strategy that occasionally causes strange results. Points of failure include degradation to the hardware the code is held on, degradation of the software, and incorrect timing for reaching the planet and preforming wake-ups. This is all in addition to the problems from the hard-coding. Most of the Enithian coding for these ships was self-repairing. Essentially extra code was added on to automatically fix any degradation issues to the code. However, there were many times where the self-repairing code went haywire and started removing healthy code, or mutated and repeated unhealthy code until the whole system crashed. There was also at least once where the code became so lengthy and mutated that a sapient ai popped out. More on that later.
-partial generational ships and shift-work ships- either the ship has a couple of people who have a family. Like an entire lineage. In order to wake the rest of the crew up once they get there. Or people in the crew wake up in shifts over the years and go back into cryofreeze after a certain age. Or a mix of the two, where people keep an eye on the ship, raise their kids to do the same, and then they go back to cryo once they get old enough. And then their kids go into cryo once they get old enough. Etc. these strategies are not nearly as effective as the others. The shift-work strategy has like. A handful of ships that survived. But the partial generational strategy only has one ship that managed to accomplish their goal and they weren’t doing too great by the end of it.
Alright failed step one you know the rest isn’t gonna be any shorter
SO.
Enithian colony ships had the traditional naming scheme of 'noun of city.' Dawn of Shelure, Announcer of Telir, and Herald to Rrmet are all examples.
The Dawn of Twahkla was the Enithian colony ship sent to Bitriem, and was the first to encounter sapient life. It was one of the last push-engine trolleys produced by Enith in the First Enlightenment. All other trolleys afterwards were pull engines instead.

It's colonists managed to successfully set their wormhole gate and land on Bitriem, and slowly went about setting up their colony. It was several months before they encounter the sapient natives, the bitriem. The Enithians named the planet, and then gave the people the same name.
Very early interactions were limited, because most of the colonist were frightened by the size of the Bitriem. Bitriem at the time were largely nomadic because of the harsh conditions of the planet. The colonists had set up right in the area that the Bitriem migrated through, rather than the places they stayed in seasonally. As such, the two groups rarely interacted, and what interactions did happen were most neutral. This did, of course, change for the worse when the colony regained contact with Enith and started devouring resources.
The most unexpected part of the Bitriem colony is related to the wake-up. The Dawn had a soft coded wake-up, so when the colonists were woken they quickly found the code to be a mess. The self-repair had made a lot of strange choices, and the code was unrecognizable from how it started. They had a lot of errors when working on the ship, things the soft coding was supposed to control seemed to go off at random times, and they found they could no longer edit the code themselves.
Then one day, after contacting Enith and receiving an update on the situation there (that included a language pack), the ship started talking.
The code had gotten so nonsense and idiosyncratic that a sapient AI had popped out. It had been alone for who knows how long on the trip, and had been watching it's colonists from the moment they woke up. He’s still around, just transferred to a different ship. He just went by Dawn of Twahkla for a long time, but has since changed his name to Midday.

No real avatar, apparently he’s more interested in exploring space than 3d modeling.
The ship sent to Teth Tias is another interesting story, because it never actually reached the planet. Teth Tias was in its space age when the colony ship finally reached the system, and they actually managed to catch it right before the crew would have woken up naturally.

The Dusk on Rritet had a hard-coded wake-up, but the crew were actually woken up when they were intercepted by a Tias patrol on the edge of the system. Teth Tias at the time had managed to reach a few neighboring systems, and had discovered sapient life in one of them.
So seeing another sapient species just. Appear. From the object they’ve been watching for centuries is REALLY weird. They took the crew to one of their in-system colonies to question them, but one of them still managed to get a message out to Enith.
This is after Enith went through a really rough war with a couple of groups on Zornxia, so when they get a message saying “we’re awake, we got found by some guys, dunno what’s going on,” followed by no further contact Enith absolutely assumed the worst. That with the whole “we want everybody under our power” phase Enith was going through resulted in the longest and bloodiest war that was ever seen on a galactic scale. Teth Tias was the one to build the wormhole for the colonists, but Enith didn’t actually care about finding out what was going on.
Teth Tias and Enith are still fairly hostile to each other to this day, and while Teth Tias has managed to secure its own multi-system government, Enith still resides as the big boss of the galaxy.
But uhhh those are the two most interesting ships I have rn. There's another soft-coded ship that may have resulted in a sapient AI, but if that guy's still around then he's escaped somewhere on the internet.

Oh gawd, it’s all unravelling!! I’ve resorted to asking my ChatGPT for advice on how to handle this!! This is the context I put it:
work in a small startup with 7 other people
I have been brought on for a three month contract to assess the current product and make recommendations for product strategy, product roadmap, improved engineering and product processes with a view to rebuilding the platform with a new product and migrating existing vendors and borrowers across
There is one engineer and no-one else in the company has any product or technical experience
The engineer has worked on his own for 6 years on the product with no other engineering or product person
He does all coding, testing, development, devops tasks
He also helps with customer support enquires
He was not involved in the process of bringing me onboard and felt blindsided by my arrival
I have requested access to Github, and his response was:
As you can imagine access to the source code is pretty sensitive. Are you looking for something specifically? And do you plan on downloading the source code or sharing with anyone else?
He then advised they only pay for a single seat
I have spoken with the Chief Operations Officer who I report to in the contract and advised my business risk concerns around single point of failure
I have still not been granted access to Github so brought it up again today with the COO, who said he had requested 2 weeks ago
The COO then requested on Asana that the engineer add myself and himself as Github users
I received the following from the engineer:
Hey can you please send me your use cases for your access to GitHub? How exactly are you going to use your access to the source code?
My response:
Hey! My request isn’t about making changes to the codebase myself but ensuring that Steward isn’t reliant on a single person for access.
Here are the key reasons I need GitHub access:
1 Business Continuity & Risk Management – If anything happens to you (whether you’re on holiday, sick, or god forbid, get hit by a bus!!), we need someone else with access to ensure the platform remains operational. Right now, Steward has a single point of failure, which is a pretty big risk.
2 Product Oversight & Documentation – As Head of Product, I need visibility into the codebase to understand technical limitations, dependencies, and opportunities at a broad level. This DOESN'T mean I’ll be writing code, but I need to see how things are structured to better inform product decisions and prioritization.
3 Facilitating Future Hiring – If we bring in additional engineers or external contractors, we need a structured process for managing access. It shouldn't be on just one person to approve or manage this.
Super happy to discuss any concerns you have, but this is ultimately a business-level decision to ensure Steward isn’t putting itself at risk.
His response was:
1&3 Bridget has user management access for those reasons
2. no one told me you were Head of Product already, which isn’t surprising. But congrats! So will you be sharing the source code with other engineers for benchmarking?
The software engineer is an introvert and while not rude is helpful without volunteering inflation
He is also the single access for AWS, Sentry, Persona (which does our KYC checks).
I already had a conversation with him as I felt something was amiss in the first week. This was when he identified that he had been "blindsided" by my arrival, felt his code and work was being audited. I explained that it had been a really long process to get the contract (18 months), also that I have a rare mix of skills (agtech, fintech, product) that is unusually suited to Steward. I was not here to tell him what to do but to work with him, my role to setup the strategy and where we need to go with the product and why, and then work with him to come up with the best solution and he will build it. I stressed I am not an engineer and do not code.
I have raised some concerns with the COO and he seems to share some of the misgivings, I sense some personality differences, there seems like there are some undercurrents that were there before I started.
I have since messaged him with a gentler more collaborative approach:
Hey, I’ve been thinking about GitHub access and wanted to float an idea, would it make sense for us to do a working session where you just walk me through the repo first? That way, I can get a sense of the structure without us having to rush any access changes or security decisions right away. Then, we can figure out what makes sense together. What do you think?
I’m keen to understand your perspective a bit more, can we chat about it tomorrow when you're back online? Is 4pm your time still good? I know you’ve got a lot on, so happy to be flexible.
I think I’ve fucked it up, I’m paranoid the COO is going to think I’m stirring up trouble and I’m going to miss out on this job. How to be firm yet engage with someone that potentially I’ll have to work closely with(he’s a prickly, hard to engage Frenchie, who’s lived in Aus and the US for years).

IaC spun the DR environment on demand to reduce database replication (DR) infrastructure and expense. DR capabilities update data in availability zone and DR area.
